I Suppose It Isn't The First Time That Organized Crime is the Scapegoat

While I have not read the story in detail, it is difficult for me to believe that what was done is not pretty much business as usual for WS.

No major Investment Bank would create stock for a company that has little more than a story, retain a significant portion of it, have its employees and retainers advise consumers that the stock is great, simulate interest in the stock using other people's money, and then sell their stock into the rally.

SEC Director of Enforcement Richard H. Walker said, "The securities fraud involved in today's actions is among the most egregious witnessed in recent years. These manipulations of numerous stocks were designed for the sole purpose of stealing investors' hard-earned dollars. The prosecutions announced today rid the vital market for low-priced securities of unscrupulous operators and reaffirm regulators' commitment to keeping this market safe and fair."
