The problem in my opinion is that the BLS is trying to compensate for a shopping basket that is getting larger by the year by convenience or by governmental mandate. The additional costs may show up as features that are no longer options or as new products. This applies to education, healthcare, communications, etc. Some can be compensated by reduced prices. Many can't. There are plenty of additional costs we bear that weren't there ten years ago or even five years ago. If you're adjusting pension payouts or salaries without allowing that the basket grows larger, you're shortsheeting the indigent, the military pensioners, and others. It's like compensating someone for fuel costs without considering the government taxes that are heaped on the prices.
