Depends on the broker's commission structure.

Some brokers have a minimum charge per share, and that makes entering a position at below $0.50 impractical. The spread and the commission can eat up too much.

OTOH, if somebody happened to already be short at 15, let's say, it might not be a bad idea for them to just remain short. The stock is obviously not going to soar again, and there would be no reason to take a capital gain prematurely.
