How is this determined? By whom is this determined? I suspect very strongly it depends upon one's point of view. JLA

I have no idea if it has had negative consequences or not, for reasons I have outlined. Culture is a complex thing. Maybe there is an indirect correlation with the abandonment of capital punishment and the rise of neo- fascism in Western Europe. Maybe we are not showing a clear- cut deterrent effect because it is so rare that we hand out capital sentences, and even rarer to go through with it. There are too many variables for me to say. In any case, I don't much care. Suppose that we could reduce the amount of theft by execution. I would still consider it unjust to hang thieves, and would oppose it. Suppose that there is not discernible practical effect of executing heinous murderers: I still think that they should forfeit their lives.
