My take is: it resolves the uncertainty. Business planning is difficult enough as it is, especially in this industry (seeing it as an outsider, at least). Plus, the RMBS licenses probably deliver the "full" engineering packages, just like with RDRAM. If Toshiba is truly late to the DDR party as Carl has suggested, then getting packages (or engineering services) delivered to them shortens their ramp-up time.

Lastly, they have very likely concluded their IP internal assesment (risk:benefit of infringing vs. signing) with a ratio >>1.

They have been advised by their lawyers that Rambus is on solid ground with their patents. To continue to infringe on Rambus will just create a bigger problem down the road. Better to put this issue behind them and move forward without any further concerns about future litigation. It's that simple.
