It is my understanding of the doctrine of Papal infallibility that when the Pontiff in teaches matters of faith and doctrine, he is infallible. The Encyclical is a teaching on matters of faith and doctrine. But if you mean, did the Pope say "and I am infallible and I really mean it", no. I don't think he needs to, though. He also said abortion, euthanasia, and infanticide are wrong, in the same encyclical, for similar reasons.
