The Pope doesn't have to say "I am speaking ex cathedra" or "I am speaking infallibly" to do so. It is judged by the context and the words. Evangelium Vitae was addressed

"To the Bishops
Priests and Deacons
Men and Women Religious
Lay Faithful
And all People of Good Will."

John Paul II was addressing the entire faithful on matters of faith.
