Well, I didn't see that quite so clearly as you. I thought Coby's point about the inclusive address seemed to make a case for his speaking to the whole church and like her, had always been taught that when he teaches on matters of faith and doctrine, it was considered e.c.
But- since I am no longer Catholic, and find the infallibility concept untenable anyway, I' don't feel like worrying about it or reading the whole shebang.

You are correct that an encyclical, in and of itself, need not be an infallible pronouncement. It depends on the context and the language.
