It is somewhat paradoxical that God is powerful enough to create a universe in which his Will prevails, yet did not do that. We Catholics believe that it is because he did not want to create automatons, he wanted free beings to love Him and choose Him freely. God does not create murderers, he creates being with the capacity to commit murder. Every human being has the capacity to commit murder. If someone is murdered, it is not God's will, it is man's will.
