There may be an innocent explanation. Having worked in an oil refinery (Exxon Baton Rouge), I know what a lot of time and trouble it takes to shut down a refinery and then get it back online. You're talking weeks, not days. So if the Citgo refinery supply was cut off, it would hamper production for longer than it took to get the supply back. SPR has the capacity to hold 700 million barrels, the SPR site says it has 570 million now.
