I'd sure vote for that! Legislators feel that more laws are the only way to justify their positions, I think. Quick story: Several years ago, I watched a program about some Soviet high school exchange students returning to Russia after the collapse, and the interviews were based on what they expected to find since the government changed while they were in the US. One youngster, when asked about his impressions of the US responded, "I really like the country and the people, but you have SO MANY RULES!!" I thought that was most telling, that a Soviet would complain about the fences we constrain ourselves with. jim
