I wonder what the implications would be for settling now. It is certainly in the govt's interest. But with the findings of fact already out, if Microsoft settles, won't the findings still be justification for the many civil suits? Microsoft might be better off by going through with the appeal where the findings can be overturned. Perhaps a settlement could overturn the findings. Any thoughts?
