In Investors Business Daily today they say a great part of the problem is the administrations mandate of a cleaner burning form of reformulated gas called RFG Phase II. The EPA has ordered RFG Phase II to be offered in more than 1/3 of the country. That is the problem with cost in the midwest. Unocal is the only one that can prepare the gas right now. They say other oil companies are slowly and grudgingly going to the great expense of equipping for the RFG Phase II gas preparation. Also, the use of ethanol in states like Illinois and Wisconsin make it more difficult and much more expensive to process the mix. Saudi Oil Minister Ali Naimi says the RFG situation is a majoar reason the "Oil prices are artifically high." I guess we can thank Gore and Clinton.
