Very good question. For most I think it is anything under a buck, for some it is anything on OTCBB

Hi Vendit, my broker once told me that they consider a "penny stock" as one so low in price that it is not marginable. I think it is $5 or under, which might be why SI has a category with the same name.

I have also seen $3 or under.

Investment tip: when a stock falls below $5, it triggers margin call and sends the stock even lower ! Sometimes it creates a short term profit opportunity.
