Russian ministry allows MCC to build pilot GSM-400/1800 network

St.Petersburg--June 16--Russia's Communications and IT Ministry has granted fourth-largest domestic cellular operator Moscow Cellular Communications (MCC) permission to build a pilot GSM-400/1800 network, an MCC official said Friday. Meanwhile, First Deputy Communications and IT Minister Yury Pavlenko told BridgeNews that the ministry had not yet decided whether it would let MCC roll out a commercial GSM-400/1800 network.

"We believe that the permission to built the pilot network is an important step toward launching a commercial GSM network," the MCC official told BridgeNews, declining to provide any further details.

Last week, the company said it planned to invest over U.S. $100 million by 2004 in upgrading its analog NMT-450 network into a digital GSM-400/1800 one.

The company has said it expects to control over 25% of the Moscow cellular market by 2004.

Its plan assumes that MCC will receive permission from the Communications and IT Ministry to use GSM technology in 400 and 1800 frequencies in the near future.

The company currently has over 100,000 clients, up about 11% from the start of the year.

Last year, MCC's client base rose 5.6% on the year, while its competitors in Moscow, Vimpelcom and Mobile TeleSystems (MTS) posted subscriber growth of over 150% in 1999. End {Russia's MCC gets permission to build pilot GSM network} [Begin BridgeLinks]
