I've had exactly the same problem with Schwab in the past.

When I've complained, they explain that
if the price is moving fast,
either up or down, there is no guarantee
that your stop will be executed at the
exact price you put in - only that the
order will be executed if you have a stop in.

They point out that all the other
brokerages do the same thing.
