I asked why better than 99 of 100 who are charged by the SEC are long and dumping worthless stock onto gullible investors at inflated prices...you dodged the question.

I did answer your question, but you asked a loaded question. An effective criminal would have to be long on the way up and short on the way down - otherwise the enterprise is only half as profitable as it could be. The reason that these people 'showed up' as longs dumping is probably because they were caught before they had the opportunity to short.

It wouldn't make sense for a criminal of this kind NOT to be short on the way down - the money is easier than the money on the way up, simple as that. It's unreasonable to assume that criminal pump/dumpers don't short on the way down... it's just not as effective or profitable unless they are short on the way down from their dumping.

Now in the case of stocks that are penny OTCBB status, they would not be short because the securities would not be marginable - therefore the ability to short sell is not there. If it had been there, they would be short on the way down. Where there is money, there is crime. It is the golden rule.
