Okay, then, what ARE one's needs, and who defines them?

Are my needs met if I have enough to eat even if it's yoghurt which I detest? Do I really need a complete Shakespeare right to hand? Do I need music? Do I need good eyesight? (Don't have that now.) Do I need good health?

Defining fairness in terms of one's needs being met is simply moving the locus of the question, not answering it.
I want a definition of fairness that doesn't require the definition of other terms like need.

Or, you can define need in a way which satisfies those of us here.

Good luck with that!
