If that's true, I think that would mean someone made a colossally stupid decision to let the core business suffer, and allocate that capacity to other areas.

Neither Dan nor myself did this. Intel has way more than six fabs, why can't they make all the non microprocessor stuff in these other fabs? In my estimates I even assumed that only 80% of Fab 12 was dedicated to CuMines. 85% of Intel's revenues comes from CPU's, if they can't dedicate at least 30,000 wpw to CPU production it illustrates a bigger problem than LOW YIELDS .... STUPIDITY.
