Don't confuse the National Guard with the local police force. They have different missions and different response times.

Don't you see, I propose that if you want to keep a gun in your house to feel safe and happy then you could do so, - if you passed a background test, perhaps some minimal training, and showed every five years or so that the gun was still in your possession (or was properly reported if it was not). Naturally private sales of firearms would require the purchaser to be legitimate too and the sale would be reported.

The National Guard proposal is not an alternative to private gun ownership. I think there is some merit to the argument that some part of the federal army could try to seize control of the government if they could find or invent the right excuse. It's happened in too many other countries to dismiss. I think the solution to this is the time honored constitutional provision of checks and balances. 50 different National Guards with an indepandant chain of command and funding source would provide the check. It is much less likely that they would all be caught up in a conspiracy. They could have significant firepower too.

Contrast this to the loony NRA plan of dispensing so many guns that nobody can keep track of them. The idea is in case of coup or impending dictatorship a bunch of secret militias and duck hunters and common criminals would join forces to beat back the tanks. It would be funny if it wasn't so dangerous.
