I have friends in somewhat similar positions. But that's not the issue on fairness. If you don't know the facts, you can't judge fairness. I think fairness depends on reasonably complete knowledge of the facts, and then deciding on fairness. I don't think it's possible to say (well, one can say it, but you know what I mean) whether something is fair or unfair if you don't know the facts. The question is, IMO, did those who knew think it was fair, and would those in the country, who were under Hitler's power, if they had known, still think it was fair? This is apropos of your suggestion that in a culture, fairness was what the majority of people or the government which ruled by power said was fair.
