None of us can define fairness, but we all know what it is.

I don't agree. First, there are margins where we disagree. But more important, there are wide gulfs. For example: is it fair to require a school to assign a full time aide to a handicapped student if that means the school will not have money for new textbooks for a science class? Is it fair to prohibit a teenager who is pregnant from consensual sex from having an abortion after 26 weeks? Is it fair to require women to go veiled in public?

I don't think there is a universal standard of fairness. Whether there is a single cultural standard of fairness is a more interesting question, but if so, it's only for homogenous cultures. That's the problem with our culture -- out here, for example, the Makah Indians think it's fair for them to be allowed to collect shellfish off private beaches, but the private beach owners sure don't think so. Non-waterfront property owners think it's fair to protect the view of the shoreline by prohibiting any building on the shoreline, while shoreline property owners who have paid big bucks for their property think it's fair for them to be able to build in the location where they get the best view, which is usually right by the water's edge. (It's not a matter of pollution or anything, it's purely a view issue.) And on and on. I can come up with dozens of issues where we do NOT all know what fairness is.
