Contracting Opportunities With GSA
U.S. General Services Administration April 1997 -------------------------------------------------------------------------------- Do you have a product or service to sell? Chances are it's something the General Services Administration (GSA) buys. That's because GSA is business manager and purchasing agent for the world's largest customer--the U.S. Government.
To get the most for its money, GSA actively seeks new bidders and competition for its supply and service contracts. If you're interested in getting a share of the GSA market, read this overview and then contact a GSA Small Business Center, listed at the end of this brochure. These centers will give you practical information on GSA contracting procedures and put you in touch with offices that purchase the product or service you have to offer.
-------------------------------------------------------------------------------- GSA's Customers and Organization
GSA purchases goods and services on a worldwide basis for Federal civilian agencies, the military, the Federal courts, and the U.S. Congress. To service this huge clientele efficiently and economically, GSA "shops" both national and local markets from its headquarters in Washington, DC, and 11 regional offices around the country.
The principal business of GSA is carried out by three Services: the Federal Supply Service (FSS), the Public Buildings Service (PBS), and the Federal Telecommunications Service (FTS).
GSA strongly supports the Federal Government's small business initiatives. Our Office of Enterprise Development, located at headquarters, is responsible for ensuring that small, minority, and women- and veteran-owned companies receive optimal access to agency procurements. Regional Small Business Centers carry out this responsibility.
-------------------------------------------------------------------------------- How GSA Buys
GSA buys products and services through a variety of contracting procedures governed by Federal regulations. These procedures help ensure that GSA receives good quality and value for its money, is fair to suppliers, and makes taxpayers dollars go as far as possible. Our regional contracting offices advertise, award, and manage most GSA contracts. Typically, a regional office purchases only for U.S. Government agencies located within that region. However, some procurements handled by a regional office are nationwide in scope; for example, all contracts for tools are awarded by GSA's Tools and Appliances Center in Kansas City, MO.
-------------------------------------------------------------------------------- Where To Start
The best way to learn more about GSA's many contracting activities is to visit a Small Business Center--GSA's "front door" to contracting opportunities. The center serving your area will help you become acquainted with GSA's programs and requirements and point you to the contracting offices that buy the types of products or services you provide.
Counselors at the Small Business Centers can help you:
Find out if your product or service is purchased by GSA. Get on GSA's centralized or regional bidder's mailing lists. Learn about supply and service opportunities with GSA. Obtain copies of Federal standards and specifications. Receive bid abstracts on contract awards. Obtain publications about Government procurements.
