I don't say it has the right in any absolute sense- the "right" devolves (imo)from the consent of the governed- if a majority of people object, the "right" goes away.

Don't think so. It is only necessary to bad lead-based paints for sale and to require disclosure of lead-based paints for sale. This leaves you free to compound your own lead based paints and to paint your house, if you are so inclined. Maybe your executor can find another lead lover to buy it when you finally croak.
