At least 3G CDMA is going to be there. The clarification by Anatel that 3G spectrum would be reserved for CDMA was a bit of a consolation after the initial blurb that the PCS spectrum in Brazil would be auctioned for GSM. Ultimately, GSM users would be converted to CDMA anyhow.

I think the intention of awarding multiple licenses in each market is to maximize the number of local resources. Brazil is acting in it's own self interest. I would have preferred a total sweep for CDMA, but I would not turn down an opportunity to have wireless service providers hand over a couple extra billion dollars for GSM services to compete with CDMA.
