There is no technical reason why CDMA couldn't work on 1800 mhz, however in much of the world 1800 mhz is GSM only by regulation so all currently available equipment is GSM. 1800 mhz GSM base stations and handsets are readly available off the shelf from many venders. 1800 mhz CDMA equipment would have to be custom built.
