Bill:

China has committed the resources to China Unicom, the 1900 MHz spectrum for them to deploy 3G CDMA wireless networks. Currently, China Unicom has a GSM base of 5 or 10 million customers. The open market decisions in Europe, Brazil, and China are going to significantly help out the US with its trade deficit now that we have the ability to compete in these closedc markets.

China and Europe were permanently closed to US products and technology, specifiically wireless. Now, QCOM is bringing OmniTracs, GPS, and eventually WCDMA to both Europe and Asia. The US has worked very hard to open the doors for QCOM and CDMA throughout the world. the contribution of the CDG has also been a great help.

This quirk in the auction process certainly gave both sides something to celebrate.
