That's a very good guess. But they're too large for that; even legal size. Standard clipboards measure 9 x 12 1/2.

These are 11 1/2 x 15 1/2.

Artists clipboards, maybe.

And they aren't flat. They're pressed in a pattern.

I didn't think anyone would guess.
I thought they would either yell at me, "What!" ~ or just ignore me entirely.

My guess... they are footplates for LLV Postal vehicles.
