Bush cannot make any ruling You should realize that in Texas this board is appointed by Bush and serves at his discresion. He often uses it as a smokescreen to provide denyablity, but they don't do anything that doesn't have the seal of approval of the governors office. In the last case he used the excuse that he was out of the state so it was the lieutenant governor who was in charge. You can always count on Junior-George to dodge, when his owners tell him to. TP
