From reading the message you posted, one of the major benefits of CMRC/APNT would be ...."and it provides the personnel needed to develop and support these newly-formed mega-exchanges."

For so many of the technology companies the ability to find qualified help is crucial, and it looks like this company would be a major plus to CMRC to become profitable.

Many well known companies are becoming very creative in their search for qualified employees. Some of the better known technology companies are "recruiting" from universities with a strong Computer Science program, and offering Internships to Computer Science/Engineering majors. These students have a summer job or a 1/2 year of Internship employment, and then return to college to finish their degrees. By the time most of these students are Seniors, they have already signed for a full time job to start after they graduate. (A win/win for the companies and for the students.)

builds Internet-based commercial exchanges, following its
