Somewhat serious, because it could affect other decisions in LA. LA has huge growth potential. To some degree this affects subscriber growth and economies of scale for CDMA.

On the other hand, installed AMPS base in 800 MHZ can upgrade to CDMA just like NA, so not the end of the world, by any means. Simply kick starts GSM in LA.

How cheap is cheap? Lots more GSM being installed than CDMA, TDMA, right now. 1800 MHZ Brazil will probably be GPRS.

I don't see any upside to this decision. How serious is the downside, I'm not sure.
