It's not all that voluntary in most of the bible churches here. Every month or so the preacher praises the tithers and implies that those that aren't sending in the full check must be in deep trouble, so the congregation should pray for them ( The implication is they wouldn't do this great sin on purpose ). There is also a public "thank you" list of tithers so everyone knows who pays and who sins. Peer pressure is the method used to shake the coins out of pockets. But of course it's all voluntary, just like the prayers before the football game.
