Au contraire. Color film and color paper both start out their life with silver in them (it is the light sensitive material) and then is developed into dyes. The paper is a process we refer to as dye-coupler. The E6 transparency films and color negative films have both dye and silver in them, with these and the paper the silver is bleached out during the development process in the bleach/fix.

For the most part this silver is reclaimed with silver reclaimation, usually with in-line processors (shipping liquids is expensive)- although this isn't as widespread as it used to be since it is difficult to cover the cost of the reclaiming equipment because the price of silver has been so low- OTOH the EPA requires such equipment for commercial labs.
