I don't see vouchers as a reform. Vouchers just split the available funds into smaller pieces. Further, as you may have noticed, I think the voucher supporters in my area are more interesting in isolating their children in a cult like setting than helping education or the community as a whole. That's a bad use of public money. (It's not just fundies, there are private schools in this city for Rev. Moon supporters, Muslim, catholic, Hari-Krishna, and unknown charismatics similar to David Koresh).

A successful reform will be one which tends to unite the people of a community through shared experiences and not one which promotes isolation.
