Qcom could license NOK to fab chips in a JV, or fab its own chips up to a certain percentage of its requirements and buy the rest from Qcom. There are a number of options to meet both parties needs and maybe help NOK save a little face along the way. Most likely scenario, chip deal and NOK says it's temporary until it can get its own chip operation rolling.
