If an auction... How about this for a hoped-for scenario: QCOM bids for a Brazilian license, partnering with a Korean carrier (don't they own a piece of one- is it KT Freetel {sp?}) and/or maybe Samsung or Kyocera (much as they threatened to do in Japan). There's nothing that says the bandwidth in question has to be utilized as GSM, right?
