Is this an auction or a beauty contest? If an auction...

How about this for a hoped-for scenario: QCOM bids for a Brazilian license, partnering with a Korean carrier (don't they own a piece of one- is it KT Freetel {sp?}) and/or maybe Samsung or Kyocera (much as they threatened to do in Japan).

There's nothing that says the bandwidth in question has to be utilized as GSM, right?

Right, John, very little beyond the short term wringing of small hands (not just media-- even some of our mates here, unfortunately). You know, it might just be a ploy to bring more Europeans to the Brazilian beach resorts.
