Solution Number One: The Death Penalty. The Intelligence services have all used for years so-called "truth drugs." It is my understanding they work 100%. Here is how to protect the innocent from execution: a person who is targeted for prosecution in a capital case must be administered a truth drug. If it is found they are innocent, they are released. If it is discovered they are truly guilty then they shall go before a judge (no jury) who will determine based on the arguments made by the defense attorney and the DA the nature of the punishment, UP TO AND INCLUDING EXECUTION. How's that?
