When I tried Dr. Watson from the tools menu it's icon appeared in the system tray. If you're not watching close, you'll miss it. From there I right-click for options.

I dunno why your Dr. Watson won't start. On my system, nothing much happens other than a new icon appears in SysTray. It just sits there until something goes wrong.

When System Configuration displays a checked box, it tells me that the system will process the item. If the box is grey, the item is missing or one of the commands within that item has been disabled.
