Panama's EL UNIVERSAL is reporting that the approval in the U.S. of "Plan Colombia" against the narcotraffic of that South American country was classified as the "beginning of a Vietnam" in Latin America by a member of the Armed Revolutionary Forces of Colombia (FARC in Spanish) in Chile.
Manuel Cardona, a member of the Diplomatic Political Commission of FARC, commented at a press conference last week that the Plan Colombia is a "war plan" that threatens peace in the region.

Cardona, who has had meeting with Chilean politicians and public officials, indicated that the meeting scheduled for July 7th in Madrid, with the purpose of obtaining Europeans support of Plan Colombia. The objective at the Madrid meeting is to obtain a commitment from the participants to make up the $1 billion that Plan Colombia will cost, which will included plans for drug eradication, democratization and social development in Colombia.

The objective of the Colombian and U.S. governments at the Madrid meeting is for "Japan and Europe to make up the $1 billion amount that this War Plan will cost." (cont)
