Painting the tape...

I have heard this phrase used to describe, in one of the more basic arrangements, two brokers and/or market makers buying and selling a stock between themselves and avoiding the market demand itself.

They end up "painting" the tape with whatever price they want, and then once they let the market takeover, they get out with their loot.

At least, that is what I have heard. I could be wrong.
