I'd suggest that there are at least two other factors that play into this prioritization scheme. One is that Digital Video has been on the drawing boards for a much longer time than the realization that Internet is for real, and represents one of the culminating aspects of what the MSOs consider their ultimate design.

Another factor is that DVB is a known quantity and easily controlled, versus the unpredictability of Internet access and services which might ride over it. E.g., telecommuting, video conferencing, you name it.

The Internet almost appears to be a "must carry" for many of them and while in all fairness some are trying their best to get it across in an optimal way, it still only represents what could best be described as a nuisance, to others. A must carry, IMO.

This agrees with your assessment that many of the MSOs don't see the shift that is already taking (never mind "going to take") place.
