I meant ALL the government agencies I have experience with. I should have been more exact in my language. I often forget your limitations Grammarian- thank you for reminding me. I do not think I cannot pass judgment- I do not think I can decide what they "deserve". The two concepts are different. Perhaps not to you. I can make a judgment of what is best for society- I cannot decide what people deserve. Please DO let me know if you need greater clarification of the idea I just expressed. I did not claim to be special. I think it was YOU who claimed to be able to suss out what people "deserve". I can't really say for sure but I think that makes YOU the special one.
