I hope you meant advance and not mutate.

Mutation has no necessarily negative connotation, unless you watch lots of science fiction.

We can change the government as we choose to change it. Those who benefit from the changes will think they are advancements, those who do not will call them mutations.

The final judgment will be up to history.
