I am wondering if anyone knows if it is possible to create a multi-page environment with a single monitor.

What exactly do you mean by a multi-page environment? I assume you are looking for something more sophisticated than tiles or clicking on an icon on the task bar. Hence it would help if you describe in more detail what you are looking for.
