Well, sure, he elected the GOP Congress in 1994 - ending decades of corruption by the Dem majority. The GOP Congress promptly made history by enacting major reforms, by balancing the budget against Clinton's will and reforming welfare against the larger Dem will.

But all that good was an unintentional for Clinton - he resisted it. There is no evidence that Clinton ever did any intentional good while there are volumes recording his public improprieties.

Bad behavior by the GOP or Gingrich does not excuse what Clinton did. And what Clinton did was in the public domain. He lied in a judicial proceeding. He lied affirmatively to the American people and he wagged his finger at us. The sex was not relevant. The lying was wholly relevant. The breach of his oath of office was wholly relevant. And they shall be remembered as his true legacy. JLA
