Yes, Tunica, you are missing something.

They are saying that British investors have concentrated too-heavily in private debt. That says nothing about the quality of U.S. debut. Just that an inappropriate choice was made in allocation.

They didn't say that the quality of U.S. debt is low. They said that private debt is of lower quality than government debt, and that British investors have too much of the former in the case of their U.S. holdings.
