actually Timster, quite the opposite
this plethora of local towns surrounding Booston is extremely efficient, lean, and responsive

each town does NOT have a mayor, but rather four parttime selectmen who serve on a board to make key decisions
roads are fixed immediately when damaged or potholed
(Pittsburgh is the worst pothole city I have ever encountered, and hard to get the jackasses to repair)
police squads are small and understaffed, since crime is so sparse around the suburbs
corruption is almost non-existent since selectmen turn over rapidly
(corruption is rampant in entrenched city govt, however)
schools in these west suburbs are some of the best in the country, with Acton ranked in top10 constantly, even producing NHL hockey draftees annually, and swimming annually producing state champions
(cities produce crappy schools by comparison)

duplication is not an issue, since everything is lean
I would say city govt is bureaucratic, multi-layered, topheavy, ineffective, uncaring, corrupted, entitled

wow, maybe I love my Boooston
