Yes, stupid. That's what the debate is about. Was Clinton acting in his capacity as President when he criminally perjured himself in the Jones case and for other criminal actions he may have committed while sitting as President. Clear now lawdope? I suspect if it was crystal clear that the capacity argument could be disposed of summarily, Clinton would already have been indicted. Moreover, I'm sure that Starr, unlike the scumbag in the WH who cares for nothing and no one but himself, was concerned with the long term effect of an indictment on the office and the nation. JLA
