They have also separate contract for service of European network
Tyco in the submarine portion.

NETWORK AROUND AMERICA OF THE CUS

Paris, August 17, 1999 - Alcatel has just gained a contract of approximately 4,3 billion francs (663
million euros) at Global Crossing for a new network from underwater cable high capacity, baptized South
American Crossing (SAC), which will surround South America.

Alcatel will provide its technology of dense multiplexing in wavelength (DWDM) for this 18 000 km long
network which will connect seven countries into 2001: Chile, Peru, Colombia, Panama, Virgin Islands
(St-Cross), Brazil and Argentina.

In addition to the underwater network and in order to supplement the loop, Alcatel will also work with other
providers to deliver a terrestrial connection, called Trans-Andean Crosssing, between Las Toninas and
Buenos Aires in Argentina and Santiago and Valparaiso in Chile.

Configured out of ring, this economic, reliable system and of very great capacity will be used for Internet,
the multi-media one, the data transmission and the traditional services of telecommunications.

The first part of the network will enter in service in the last quarter of year 2000. It will be completed at the
end of first quarter 2001.

Jean Godeluck, General manager of underwater the networks activities of Alcatel declared: " We are very
happy that our advanced technology, our competitiveness and our capacities led Global Crossing to
choose Alcatel to contribute to the development of its world network "

The underwater network will connect Las Toninas in Argentina, Santos, Rio de Janeiro and Fortaleza in
Brazil, St Cross in Virgin Islands, Fort Armador in Panama, Buenaventura in Colombia, Lurin in Peru and
Valparaiso in Chile. Alcatel will be responsible for the construction of all these ground stations, excluded
that of Panama.

SAC is the third contract allotted at Alcatel by Global Crossing within the framework of the expansion of
its world network. The network Mid-Atlantic Crossing (MAC) of 6 000 km along the East coast of North
America east currently in construction and should be completed at the end of the year. The connection
between Great Britain and Belgium for the network Side-European Crossing is also under installation, its
completion being envisaged for the end of 1999.
