My understanding is such. I understand that the OIC's office reviewed the case law concerning Presidential immunity and determined that arguments could be made either way. I understand they also considered the effect of establishing a precedent in this area and the effect that merely bringing an indictment might have on the office of the Presidency and the country. I am not aware of any litigation on the subject since it is my understanding that indictments, if any, would follow the end of Bubba's maladministration. I would term it more a policy decision exercised within the discretion of the prosecutor. JLA
